I understand that 639 is a Login Failure message because the account is locked out.  How is that different from 644?  Is 644 the act of an administrator locking the account as well as the account becoming locked because of too many failures?

Hmm..can't edit my own post, so I will reply to myself ;-)

Realized that an Admin can't lock an account.

So, 644 means that the account became locked due to login failures..so you get one of these.  Whereas a 539 message can occur with each attempt to login to the locked account?

Correct.  644 is the account getting locked.  539 is someone trying to logon to an account that is locked out.  And correct admins don't lock accounts; the system does after repeated logon failures due to a bad password
