Do these events require any adjustment to the Audit Policies on a system to ensure that all information is included in the event? Or to cause these events to be generated?

#1, You need to enable the audit subcategory for this event.  #2 you need to go into Registry Editor and enable auditing for successful Set Value on the specific subkeys you want to audit
